In a mixing bowl, whisk together the flour, milk, egg, and salt until smooth. The batter should be slightly runny, with a consistency similar to pancake batter.
Heat a lightly oiled frying pan over medium heat. Pour 1/4 cup of the batter into the pan, tilting to spread evenly. Cook until the edges start to lift and small bubbles appear in the center, about 2 minutes. Flip and cook for another minute. Repeat with the remaining batter. Set the blini aside.

For a richer flavor, add a splash of white wine to the veal-mushroom filling and reduce it down for depth.
Substitute chicken if veal is unavailable.
