The filling comes together quickly on the stovetop before going into the oven, making it a practical weeknight option. Preheat the oven to 200°C (392°F). In a large skillet, heat olive oil over medium heat, then add onions and garlic. Sauté until softened and translucent, about 3-4 minutes.
Add the ground beef to the skillet, breaking it apart with a spatula. Cook until browned, about 4-5 minutes.
Stir in cumin and paprika, then pour in the beef broth. Season with salt and pepper. Reduce heat and simmer until the liquid reduces slightly, about 5 minutes.
