In a skillet over medium heat, add the olive oil and sauté the diced onion until translucent, about 3-4 minutes.
Stir in the minced garlic, ground cumin, and smoked paprika; sauté for an additional minute until fragrant.
Add the ground beef to the skillet. Cook until browned, breaking it into smaller pieces, about 5-7 minutes. Drain any excess fat.
Stir in the tomato sauce, salt, and black pepper, allowing the mixture to simmer briefly to meld flavors.
In an oven-safe casserole dish, start with a layer of flour tortillas, followed by the beef mixture, and then a sprinkle of cheese. Repeat layers until ingredients are used, finishing with a layer of cheese on top.
Bake in the preheated oven for 10-15 minutes, or until the cheese is bubbly and golden.
Garnish with chopped cilantro before serving.
