Pat chicken dry, then season with 1 tsp kosher salt, black pepper, and smoked paprika. Dry surfaces sear better—aim for a matte look.
Heat the Pot: Set a heavy pot over medium-high heat and add olive oil. Heat until the oil shimmers (around 350°F/175°C surface temp), about 1 minute.
Sear the Chicken (3 minutes): Add chicken in a single layer. Sauté, stirring once or twice, until lightly golden on the edges but not fully cooked. Transfer to a plate; keep the fond (browned bits) in the pot.
Build the Aromatics (3 minutes): Add onion, carrot, and celery with a pinch of salt. Cook, stirring, until edges turn golden and fragrant. You should smell sweetness and see light browning.
Bloom the Flavors (2 minutes): Stir in garlic for 30 seconds until fragrant, then tomato paste. Cook until the paste darkens to a brick-red fond, 60–90 seconds.
Thicken (30–45 seconds): Sprinkle in flour and stir to coat; cook briefly to remove raw taste.
Deglaze (1 minute): Pour in white wine, scraping up the fond. Reduce by about half; the pot should smell bright and savory.
Simmer (9 minutes total): Add chicken stock, potatoes, thyme, bay leaf, the remaining 1/4 tsp kosher salt, and return chicken with any juices. Bring to a brisk simmer over medium-high heat, then reduce to maintain a gentle simmer at about 180–190°F (82–88°C). Cover and cook until potatoes are tender and chicken reaches 165°F (74°C), about 7 minutes after the simmer returns.
Finish (2–3 minutes): Stir in peas, lemon zest, and lemon juice. Off the heat, swirl in butter for sheen. Taste and adjust salt, pepper, or lemon. Remove thyme stems and bay leaf.
Serve: Ladle into warm bowls and shower with chopped parsley. The stew should look glossy with bright green peas and specks of lemon zest, and smell citrusy-herbal.
